CHLOREP

What is CHLOREP?
CHLOREP, CHLORine Emergency Plan administered and coordinated by The Chlorine Institute, is a program to provide an organized and effective system for responding to chlorine emergencies in the United States and Canada.  It operates on a 24-hour, 7-day-a-week basis with established phone contacts.

Who participates in CHLOREP?
Producer, Packager and Emergency Response Contractor members of the Chlorine Institute are invited to participate in the plan.

Why is there a need for CHLOREP?
A voluntary aid program for chlorine emergencies occurring during transportation or at user locations has existed for many decades.  Any chlorine producer or packager, upon request, would rush necessary emergency equipment and personnel to the scene of a chlorine emergency.  The members of the Institute formed CHLOREP to improve the speed and effectiveness of a response, whether it be telephone instruction to personnel at the scene or assistance at the emergency site by personnel with a high level of expertise in chlorine handling.

What constitutes a CHLOREP group?
Each participating company sponsors one or more CHLOREP groups consisting of an Emergency Contact to whom the request for assistance is directed, a CHLOREP team consisting of a Team Leader and Assistants to handle the emergency, and a Home Coordinator to provide support at the home location.  The personnel are employees at the various member company locations.  These resources are supplemented by a network of emergency response contractors.

What area does each team cover?
Each team is assigned a sector in a state, states or provinces.  The sectors are geographically arranged using state or provincial boundaries.

How is the CHLOREP Team notified of an emergency?
CHEMTREC (Chemical Transportation Emergency Center), operated by the American Chemistry Council and CANUTEC (The Canadian Transport Emergency Centre in Ottawa) are the Emergency Dispatch Agencies.  The dispatcher telephones the designated CHLOREP Emergency Contact who notifies the CHLOREP Team Leader.  He or she, in turn, telephones the emergency caller at the scene and determines what advice and aid are needed.

The CHLOREP Team Leader decides whether or not to dispatch a team to the scene.  This action does not release the shipper from responsibility to ensure that the responding team is relieved at the scene of a major incident.

Is CHLOREP an ongoing activity?
The Chlorine Institute, through its Emergency Preparedness Issue Team holds regular meetings to evaluate the results and progress of this program.  The Emergency Preparedness Issue Team maintains a Training Task Group which conducts training on a regular basis.  CHLOREP has been recognized as a leading National emergency response network.
