Chlorine Stewardship

The mandate of the Chlorine Institute is to promote the continuous improvement of operational safety, security practices and emergency response within the chlor-alkali industry and the customers of our products by promoting voluntary initiatives and sound regulatory programs where prudent.  Chlorine Institute members are committed to adopting CI’s safety and stewardship initiatives, including pamphlets, checklists, and incident sharing, that will assist members in achieving measurable improvement.

 At the core of its chlorine stewardship program is the Member Safety and Security Commitment.  All Chlorine Institute member companies that produce, distribute or use chlorine annually commit to meet all eight components of this commitment:

1.  Embrace the mission of the Chlorine Institute to promote and demonstrate safety and security in the production, distribution, and use of chlorine;

2.  Comply with all relevant regulations;

3.  Implement and comply with the Institute's Policy on Chlorine Safety and Security Stewardship which has the ultimate goal of eliminating all chlorine incidents;

4.  Perform annual safety and security audits, and emission and hazard evaluations of our operations;

5.  Determine that each customer has a risk management program in place for the proper handling of chlorine including a documented training program and an emergency response plan;

6.  Minimize and mitigate the effects of any release, ensuring that a timely and appropriate response is made to the scene of transportation and/or storage and handling incidents involving chlorine;

7.  Conduct periodic test drills of a comprehensive, in-house emergency response plan at all locations where we produce, store, handle or use chlorine; and

8.  Work with local officials in establishing and maintaining effective emergency response plans for their communities.
