CI Security Guidance

Security is a very important part of the mission of the Chlorine Institute. CI continues to actively work with government agencies in the area of chlorine security including the various components of the U.S. Department of Homeland Security and the U.S. Department of Transportation. CI closely coordinates its security initiatives with other related industry trade associations by participating in two critical partnerships Chlorine Security Leadership Team and the Chemical Sector Council.

Member Security Commitment and Resources

All members of CI that handle chlorine have committed to conduct a security vulnerability assessment, develop a security plan for their operations and ensure the appropriate security measures are properly implemented. To assist in this effort the following security related documents are available.

The documents labeled "Restricted Use-For Official Use Only" are available to CI member companies offline from Chlorine Institute Headquarters.

  • CI Cylinder, Ton Container and Cargo Tank Security Plan
    Provides the basis for the development of security plans by Chlorine Institute members and their customers who handle chlorine cylinders, ton containers and cargo tanks. The Plan contains mandatory baseline security actions with implementation recommendations and additional mandatory security actions as the alert level is increased. The Plan requires a vulnerability assessment. The Plan's scope includes the road transportation of chlorine. (Restricted Use - For Official use Only)
  • CI Barge Security Plan
    Provides the basis for the development of security plans by Chlorine Institute members who handle chlorine barges. The Plan contains mandatory baseline security actions with implementation recommendations and additional mandatory security actions as the alert level is increased. The Plan requires a vulnerability assessment. Members will use the U.S. Coast Guard rules in conjunction with the CI Plan to develop their maritime facility and vessel security plans. A vulnerability assessment of the barge transportation of chlorine revealed a number of vulnerability reduction countermeasures that the towing vessels and fleeting areas should consider when developing their security plans.   • Chlorine Packaging and Sodium Hypochlorite Plant Security Vulnerability Assessment Methodology
    This document provides a fixed site security assessment methodology that can be used by chlorine packagers, sodium hypochlorite (bleach) manufacturers and chemical facilities that handle chlorine cylinders, ton containers, cargo tanks and tank cars to conduct a vulnerability assessment that focuses on chlorine as the critical asset.
