Classroom Sessions:

Overview of CI and CHLOREP:  An overview of who The Chlorine Institute (CI) is and what we do will be provided, along with a description of CI's Chlorine Emergency Plan (CHLOREP).

CI Mission Chemical Overviews: Learn about the physical and chemical properties of chlorine, sodium hydroxide and potassium hydroxide, hydrochloric acid, and sodium hypochlorite (bleach). Basic identification, bulk transportation methods, health effects of acute exposure, proper selection of personal protective equipment, first aid, and medical treatment measures will also be reviewed.

Personal Protective Equipment Overview:  A basic review of the different types of personal protective equipment (PPE), including respiratory protection and chemical protective clothing, will be provided.

Incident Management:  The basics of incident management will be reviewed, including how hazmat responders interface with the incident command.

Chlorine Derailment Response:  Different stages of responding to significant chlorine tank car derailments will be reviewed, including tank car damage assessment, chlorine leak mitigation and vapor neutralization, and field transfer.

Guest Speakers & Incident Case Studies:  Additional classroom sessions will include guest speakers and transportation incident case studies.

Field Exercises:

Tank Car Anatomy: Learn about the anatomy of general service and pressure tank cars, including protective housings; valves and fittings; truck components; safety appliances; jacket, shell and head construction; placards and markings.

Highway Tank Anatomy: Learn about the anatomy of various cargo tanks, including valves and fittings; safety appliances; placards and markings.

A-Kit Workshop: Learn about potential leak scenarios for chlorine 150-lb cylinders and how to mitigate those leaks. Install new and old versions of the Emergency Kit “A” on chlorine cylinders.

B-Kit Workshop: Learn about potential leak scenarios for chlorine ton containers and how to mitigate those leaks. Install new and old versions of the Emergency Kit “B” on ton container training devices.

C-Kit Workshop: Learn about potential leak scenarios for chlorine tank car valves and fittings and how to mitigate those leaks. Install the Emergency Kit “C” on chlorine tank car valve arrangements for standard and next generation (dual valve system) assemblies.

Midland & Indian Springs ERK Workshop: Learn about potential leak scenarios for flammable gas tank car valves and fittings and how to mitigate those leaks. Install the Midland and Indian Springs Emergency Response Kits on a typical flammable gas assembly.

Required Safety Gear for all Field Exercises: Safety Vest, hard hat, gloves, safety glasses, long pants, and steel toe or composite toe boots.  Please advise the instructor of any pre-existing medical condition(s) that may preclude you from participating in any field exercise.  Stay hydrated and stay alert!
