CI Urges Changes in RMP Proposed Rule to Support a Performance-Based Approach
CI submitted comments on EPA’s Risk Management Program (RMP) Proposed Rule on May 11, 2026, reaffirming that its members are committed to achieving zero releases through both strong regulatory frameworks and voluntary best practices. In its letter, CI urged EPA to adopt a performance-based—rather than technology-prescriptive—approach, particularly for ensuring safe operations during power loss and emergency situations. CI also recommended strengthening real-world preparedness, by supporting practical measures such as joint emergency response exercises, streamlined community notification systems, and reduced unnecessary recordkeeping burdens.
